邻埠高级长官荣先生刚结束了对香港的访问即将离开，然而在机场，突然出现杀手行刺荣先生。荣先生身中三枪生命垂危，张志诚警司将逃跑时坠楼的女杀手逮捕。随后此案被交给总督察姚天明负责，坠楼的女杀手北条真理短暂失忆，不能提供任何线索，而姚天明的家人却被一队由“奥多桑”带到香港的国际恐怖分子劫持，因担心儿子安危，姚天明只得暗中服从恐怖分子，假意将北条真理杀死，而实际却带走了北条，希望从她处得到恐怖分子的真实身份并解救自己的儿子。警方对姚天明的“背叛”反应迅速，张警司通缉姚和北条二人。原来北条从小被奥多桑拐走收养，并培养成冷血杀手，这次行刺行动中，北条只不过是阵前的烟雾，真正的幕后杀手另有他人……。Closed Circuit is structured, in one sense, as a straightforward commercial thriller, with a series of mysterious and bloody murders and a wide variety of potential suspect, each with a secret to hide.
