Plebs follows three desperate young men from the suburbs...。表面上，宫川敦志（置鲇龙太郎 配音）是一个身高一米八的成熟男性，可实际上，他只是一个年仅12岁的少年。由于身高而在女生中间有着意外高的人气的他，却也因此有着不少的烦恼。敦志的姐姐宫川敦美（钉宫理惠 配音）目前在读高中二年级，可有着一米三七超娇小个头的她，常常被误认为是敦志的妹妹。 上天开了小小的玩笑，而这倒置的两人却在困扰和麻烦中努力的生活着。喜欢着敦志的沙夜（平野绫 配音），十分在意敦志的班主任盛山二见（田宫智惠 配音），一直陪伴着敦志的好友小绿（柏山奈奈美 配音）和小纯（东城咲耶子 配音），每一个善良而单纯的人们都在用自己特殊的方式默默的帮助着姐弟两。。
